Description
This is a continuation of a long-standing agreement for educational services with Children First Inc., for Pre-K students ages 3-5.  Children First Inc. has a long history of quality intervention programs for the Pre-K population.

10. APPROVAL OF CONTRACT FOR EDUCATIONAL SERVICES BETWEEN COMMUNITY HAVEN FOR ADULTS AND CHILDREN WITH DISABILITIES, INC, D/B/A SELBY PRESCHOOL AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This is a continuation of a contract between Community Haven for Adults and Children with Disabilities, Inc., D/B/A Selby Preschool and the School Board of Sarasota County, Florida, for students ages 3-5.  Selby Preschool has been able to implement quality early childhood intervention programs with the Pre-K population.

12. APPROVAL OF AGREEMENT FOR EDUCATIONAL SERVICES BETWEEN PINNACLE ACADEMY, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
Pinnacle Academy is a private school focusing on students with very specialized needs in the areas of autism and pervasive developmental delays.  The agreement will provide a percentage of FTE funding to support the educational program for selected students in need of these very specialized services.

Description
This Contract for educational services between Easter Seals Southwest Florida, Inc., D/B/A The Lily School for Child Development and the School Board of Sarasota County, Florida, will provide high quality education and developmental therapies for special needs children and will afford them the opportunity to be in an inclusive environment with typically developing children.

14. APPROVAL OF AGREEMENTS BETWEEN SARASOTA FAMILY YMCA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, TO PROVIDE CHILD CARE SERVICES
Description
The Sarasota County YMCA agrees to provide child care services in conformance with 65C-22, Florida Administrative Code, "Child Care Standards" at Ashton, Fruitville, Gocio, Oak Park, Southside, and Wilkinson.

15. APPROVAL OF THE AGREEMENT FOR CONTRACTED SERVICES BETWEEN THE SARASOTA FAMILY YMCA, INC., SCHOOLHOUSE LINK AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR TITLE I PART A FUNDING FOR THE SARASOTA HOMELESS SERVICES PROJECT
Description
This is a continuation of the Sarasota Family YMCA, Inc., Schoolhouse Link interagency agreement approved by the Sarasota County School Board on July 20, 2010. This agreement provides for the Title I funding for services for shelter tutoring, salary for case manager for unaccompanied youth, after school/summer enrichment activities, school uniforms, book fair funds, expected evaluation for special needs students, and homeless program staff state conference fees.

Recommendation
That the School Board of Sarasota County, Florida, approve the contract for homeless children services with the Sarasota Family YMCA, Inc., Schoolhouse Link program as presented in the interagency agreement.

16. APPROVAL OF AGREEMENT BETWEEN INSTRIDE THERAPY, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR HIPPOTHERAPY SERVICES
Description
This is a continuation of a long-standing agreement for the provision of hippotherapy services at selected sites serving disabled students.

Recommendation
That the Agreement between Instride Therapy, Inc., and the School Board of Sarasota County, Florida, for hippotherapy services be approved as presented.

17. APPROVAL OF CONTRACT BETWEEN CHILDREN FIRST AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
Children First will provide Head Start services at Emma E. Booker Elementary and Alta Vista Elementary.

18. AGREEMENT BETWEEN DES OF FLORIDA, LLC AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR SPEECH THERAPY SERVICES
Description
Speech therapy is a related service required by both Federal and State law for students with disabilities.  Contracts with agencies, such as DES of Florida, LLC, assist in providing these necessary services, when direct hire staff are not available.

Recommendation
That the Agreement between DES of Florida, LLC and the School Board of Sarasota County, Florida, be approved as presented.

19. APPROVAL OF EARLY COLLEGE PROGRAM MANUAL & ARTICULATION AGREEMENT BETWEEN THE UNIVERSITY OF SOUTH FLORIDA, SARASOTA-MANATEE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The purpose of this agreement is to provide accelerated learning mechanisms for qualified high school students on an individual basis to attend the University of South Florida, Sarasota -Manatee(USF).  The Florida Legislation has defined a variety of options intended to shorten the time necessary to complete the requirements of a high school diploma, postsecondary certificate or degree and broaden the scope curricular options available for secondary students.

That this Agreement between the University of South Florida, Sarasota-Manatee, and the School Board of Sarasota County, Florida, be approved as presented.

20. APPROVAL OF THE AGREEMENT BETWEEN ACHIEVE 3000 AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The agreement with Achieve 3000 for a three year purchase of Achieve 3000 will provide a supplemental instructional tool for High School Intensive Language Arts classes, as well as an ancillary resource for content area classrooms. The purchase of Achieve 3000 will be paid with the state allocation of District Instructional Materials funds.

Recommendation
That the agreement between Achieve 3000 and the School Board of Sarasota County, FL be approved.

21. APPROVAL OF THE AGREEMENT BETWEEN CURRICULUM ASSOCIATES AND THE SCHOOL BOARD OF SARASOTA COUNTY, FL
Description
The agreement with Curriculum Associates to purchase a two-year license for the i-Ready Blended Learning Solution will provide a supplemental instructional tool for middle school English Language Arts and Mathematics Courses. The two-year purchase to be paid with the state allocation of District Instructional Materials funds.

Recommendation
That the agreement between Curriculum Associates and the School Board of Sarasota County, FL be approved.

22. APPROVAL OF THE DATA SHARING SECURITY AGREEMENT BETWEEN SARASOTA COUNTY SCHOOL BOARD AS THE "EDUCATIONAL INSTITUTION" AND THE OFFICE OF STUDENT FINANCIAL ASSISTANCE, DIVISION OF FLORIDA DEPARTMENT OF EDUCATION
Description
The purpose of this agreement is to establish the conditions under which the Office of Student Financial Assistance (OSFA) will provide to the "Educational Institution" certain data received or generated by OSFA concerning Free Application for Federal Student Aid (FAFSA) applicants in order to determine the completion status of a student's FAFSA and facilitate providing assistance to such students in completing the FAFSA.

Recommendation
That the data sharing security agreement between Sarasota County School Board as the "Educational Institution" and the Office of Student Financial Assistance, division of Florida Department of Education be approved as presented.

23. APPROVAL OF AMENDMENT BETWEEN K12 FLORIDA, LLC AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The 2016-2017 agreement between K12 Florida LLC and the Sarasota County School Board, Florida provides instructional services and materials to grade K-12 students who are enrolled in the full time Virtual Instruction Program. The initial contract was approved March 22, 2016. The proposed amendment will provide an Online Course Enrollment License for a single standard course for students in grades K-5 and students in grades 6-8.

Recommendation
That the amendment between K12 Florida LLC and the School Board of Sarasota County, Florida, be approved as presented.

24. APPROVAL OF THE JOINT PROJECT AGREEMENT (JPA) BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND SARASOTA COUNTY GOVERNMENT
Description

At this year's Convocation of Governments the School Board and Sarasota County government reaffirmed their commitment to a Suncoast Technical College/Joint Use Library project in the City of North Port.  Property for the project has been purchased and the services of both an architect and construction manager have been secured.  Staffs of the two agencies have been working on the details of two agreements.  One agreement lays out the operational details of the Facility.  That agreement is in work and will be presented to the School Board in the near future.  The second agreement, addressed by this motion, sets forth the respective obligations and responsibilities with respect to design, engineering, construction, and funding of the STC Facility.  This JPA, and its accompanying attachments, presents the details of the agreement.



Recommendation
That the Board approve the Point Project Agreement (JPA) between the School Board of Sarasota County and Sarasota County government for the design, construction, engineering, and financing of the Suncoast Technical College North Port and Joint Use North Port Library project.

MATERIALS MANAGEMENT

25. APPROVAL TO AWARD BID #17-0055 FOR FARM FRESH PRODUCE
Description
Bids to provide 'Farm Fresh Produce' were received on June 14, 2016, from one vendor. The bid of Charles Bliss Produce was the best low bid meeting the advertised specifications. This bid is for a period of one year beginning August 1, 2016, with the option to renew for two additional one-year periods. The funds for these purchases are contained in the budget allocated to Food and Nutrition Services Department.

Recommendation
That the bid of Charles Bliss Produce for 'Farm Fresh Produce' in an amount not to exceed $200,000.00, be approved as presented.

Description

CONSTRUCTION

27. APPROVAL OF THE INTERLOCAL AGREEMENT BETWEEN THE CITY OF NORTH PORT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR THE WATER AND WASTEWATER SYSTEM RELATING TO THE SUNCOAST TECHNICAL COLLEGE SOUTH CAMPUS
Description
The above referenced agreement defines the relationship between the School Board and the City of North Port Utilities Department. All stipulations noted in the agreement have been worked out between two parties and are deemed acceptable by the Construction Services Department staff of the School Board of Sarasota County. This Agreement has been approved by the School Board Attorney.

Recommendation
That the Interlocal Agreement between the City of North Port and the School Board of Sarasota County, Florida, for the Water and Wastewater System for the Suncoast Technical College South Campus be approved as presented.

28. APPROVAL OF THE DELETION OF PORTABLE #99-345 AT PINE VIEW SCHOOL
Description
The specified building is a one-story portable that is in poor condition. The demolition value of this building has been approved by the Castaldi Formula Calculations. Funds for demolition is available in the capital project account.

Recommendation
That the deletion of Portable #99-345 at Pine View School from the F.I.S.H. inventory for demolition, be approved as presented.

29. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description
The Construction Services' Change Order(s) are summarized on the enclosure for ease of review. These change orders collectively total an increase of $4,682,452.76 in gross contract dollars. Included in these change orders are ($467,732.72) credit for Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($441,045.68) result a net of $26,687.04 in sales tax savings.

Recommendation
That the Construction Services' Change Order(s) be approved and/or ratified as presented.

FINANCE

30. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING MAY 31, 2016
Description
The Superintendent's Financial Statements for the month ending May 31, 2016, does not reflect any unexpected trends for the fourth quarter of the 2015-2016 fiscal year. Beginning December 2015, premiums for health insurance began to be deposited into the Internal Service Fund for the transition to self-insured. Although General Fund expenditures were budgeted to exceed revenues, actual results have trended favorably and it is anticipated that the ending fund balance will increase at June 30, 2016.

Recommendation
That the Board approve the Superintendent's Financial Statements for the month ending May 31, 2016.
